Preheat oven to 350 degrees.
In a large skillet, cook the ground beef and veggies.
Add the seasonings and refried beans and heat through.
In a separate bowl, blend the cream cheese and yogurt; spread half the mixture on the bottom of a 13 X 9 baking dish.
Cut tortillas in half. Add a layer of tortillas (about 3), allowing them to slightly overlap.
Spread 1/2 the ground beef mixture on the tortillas, and top with 1 cup cheese. Add remaining cream cheese mixture to the top of the cheese. Top with remaining tortillas. Add remaining beef mixture and finally add the remaining cheese.
Bake 20 minutes until cheese is nicely melted and fillings are hot.
