Cream sugar, butter, and honey, salt, and vanilla together with mixer until creamy and well combined. (Speed 4 on a kitchen aid stand mixer.) Or mix by hand in a small mixing bowl. Add milk and cream again until well combined. Stir in 1/2 cup flour until moistened. Add another 1/2 cup flour and stir until moistened. Add remaining flour, 1 Tablespoon at a time, until dough-like consistency is reached. Stir in cacao nibs. Store at room temperature up to 3 days or refrigerate up to 1 week.
